An International Project of the Lithuanian Development Cooperation and Democracy Promotion Programme in Chisinau, Moldova: the international round-table workshop “Development of Professional Competencies in Drafting, Execution and Control of a State Budget”
Parliamentary Forum for Democracy in partnership with the Foreign Policy Association of Moldova and the Lithuanian Embassy to the Republic of Moldova has held the international round-table workshop “Development of Professional Competencies in Drafting, Execution and Control of a State Budget” in Chisinau, Moldova. The initiative aims to enhance professional competence of assistants of Moldovan parliamentarians from different parties and representatives from various non-governmental organizations in policy-making of planning, execution and control of the state budget.
Establishment of democracy is a complex and multiphase process claiming a young democratic parliament to special knowledge and skills. Every democratic country, given the nature of the transition period, experiences a severe conflict inside fragmented society, especially what concerns the sphere of public finances. Introducing policies that would ensure appropriate and transparent budget management can be a complicated process not only for transition countries, therefore, development of specific professional skills is an important factor for creation of mature democratic political system.
“During the first session of the workshop, participants analyzed and discussed on such essential topics as the structure of central budget, other central funds (social security, etc.), and municipal budget. The second session focused on state budget spending, its scope, goals and results, and the importance of transparency. Another focus during the event was the governmental budget management, transparency and control in the European Union and its foreign financial assistance sphere in order to encourage participants to develop necessary professional skills. Personal assistants of parliamentarians and NGO representatives gained necessary knowledge and skills to monitor the formation of the state budget and inform the public or take other immediate actions if irresponsible promises were made”, - the Project, Manager Ms. Viktorija Braziunaite briefly introduced the results.
The international round-table workshop was funded by the Lithuanian Embassy to the Republic of Moldova and the Lithuanian Development Cooperation and Democracy Promotion Programme.
